Both. They sweat through panting AND foot pads*. Trust me, they’re not panting in fur suits in 90 degree weather because they’re contented.
*Except for huskies, which evolved to not sweat through their paws for the same reason you’re not supposed to lick frozen flagpoles.

Actually, I don’t think it was either. Pretty sure that’s an idiom. It would only be a simile if it were a legit comparison. If dogs don’t sweat, then it’s not really a simile either, just a turn of phrase…..umm…I’ll stop talking now. lol
